Position Overview

The Illinois Department of Correction is looking for a Change Management Project Manager to lead the development and execution of strategies that align departmental operations with strategic priorities. This role formulates policies, coordinates resources, and manages communication to ensure smooth implementation of change initiatives. By mitigating risks, engaging stakeholders, and measuring outcomes, the Project Manager drives successful adoption of organizational change while strengthening efficiency, compliance, and long-term impact. Essential Functions

  • Serves as the Change Management Project Manager.
  • Serves as the primary point of contact for change management projects, coordinating activities and resources to meet project goals.
  • Develops communication plans to keep all relevant parties informed about changes, progress, and milestones.
  • Identifies and engages key stakeholders, ensuring their understanding and buy-in to the change initiatives.
  • Defines and tracks key performance indicators (KPIs) to measure the effectiveness of change initiatives.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business administration, public administration, management theory, auditing, cost and financial accounting, or a related area.
  • Requires four (4) years of progressively responsible administrative experience in a public or private service organization.

Preferred Qualifications

  • Prefers active Project Management Professional (PMP), Change Management Program (Prosci), or Association of Change Management Professionals (ACMP) certificate.
  • Prefers at least three (3) years professional experience dealing with multiple projects in a unit of government.
  • Prefers at least three (3) years professional experience working across multiple units in a professional environment.
  • Prefers thorough knowledge of staff utilization and employee motivations.
  • Prefers extensive knowledge of project management policies and procedures.
  • Prefers ability to develop, install and evaluate new and revised methods, procedures and performance standards.

Conditions of Employment

  • Working outside of the normal schedule working hours is a condition of employment, and you may be required to work outside of the normal schedule. This may require the ability to work evenings and weekends.
  • Requires use of agency-supplied technology.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.   • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Corrections’s discretion.
