Job Description

PURPOSE OF THE CLASSIFICATION: The Revenue Manager is responsible for overseeing the Citys utility billing and revenue collection operations. This includes supervising staff, reviewing complex utility accounts ensuring accurate billing and collections, and developing policies and procedures that optimize revenue generation. This position requires analytical expertise, leadership, and strong customer service skills. ESSENTIAL TASKS: Supervises all personnel (office and field staff) within the revenue collection and customer service operations. Selects, orientates, assigns, schedules, coaches, counsels and disciplines employees; communicates job expectations; plans, monitors, appraises and reviews job contributions; enforces policies and procedures. Manages complex billing and collection operations for utility and other miscellaneous city revenues, ensuring adherence to quality standards, deadlines, and procedures. Participates in the development, implementation, and evaluation of internal and external billing and collection procedures. Reviews utility accounts, identifying billing discrepancies and recommends adjustments. Prepares monthly financial reports, processes payroll, and manages budgets and expenditures for division. Assists in the creation, implementation, and execution of internal and external policies and procedures. Collaborates with internal departments, auditors, utility customers, and municipal officials as appropriate. Performs purchasing, inventory control, and administrative functions related to the division. Performs other duties as assigned by the City Clerk. Maintains regular and punctual attendance. REPORTING RELATIONSHIPS: Reports to the City Clerk/Support Services Director. Supervises Cashiers, Utility Billing Coordinator, Utility Field Technicians I and II, Utility Clerks I and II, and Utility Clerk Receptionist. QUALIFICATIONS: Training and Experience: Bachelors Degree in Business, Public Administration, Accounting, or a related field preferred. Four (4) years responsible experience in accounting or utility billing/collections. Five (5) years supervisory experience in customer service roles. Prefer prior experience in municipal or other government financial management, including some experience in working with financial systems, methods, and procedures. Equivalent combination of training and experience may be considered. Knowledge, Abilities and Skills: Strong analytical and organizational skills. Ability to handle stressful or emotional situations professionally and interact with employees and the public effectively. Strong written and verbal communication skills. Ability to manage multiple tasks, strict deadlines, and provide excellent customer service. Considerable knowledge of Microsoft Office applications, business arithmetic, office practices, procedures and knowledge of basic bookkeeping and billing practices. Ability to schedule and coordinate staff of a wide variety of daily, weekly, monthly, and annual activities, to insure strict deadlines are met. Knowledge of city geography and municipal utility structures is beneficial. Occasional lifting and carrying up to twenty (20) pounds; may require sitting for extended periods. Vision, speech, hearing, speaking and feeling sufficient to perform essential tasks. Must pass to drug screening and fitness-to-work physical exam. Licenses and Certificates: Possession of a valid Oklahoma Class D drivers license is required; Notary Public recommended. Internal candidates must receive at least an average on each rating on the internal evaluation form. If the internal candidate received a written reprimand their application will not be considered for six (6) months. If the internal candidate received a suspension or demotion their application will not be considered for twelve (12) months. WORKING ENVIRONMENT: Work in this classification is primarily indoors in an office environment. Will travel to other City locations as required. WORK HOURS: 8:00 a.m. to 5:00 p.m., Monday through Friday. Notice: This classification is a safety sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws. As a safety sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana license will not excuse you from the testing process, or the consequences of testing positive for marijuana.
